Inosit2/Tracker/79 - When launching GOIM make sure it doesn't already run

If GOIM is launched it has to make sure that not another instance of GOIM is already running ...

This is also required for basic IPC .. e.g. for adding URL handlers. like xmpp:kahless@sphene.net which should bring up GOIM to send a message to kahless@sphene.net (this is part of another Feature Request ..)
